The Environment Protection Authority has fined PGH Bricks & Pavers $15,000 for allegedly exceeding the particle-emission limit from one of its kiln stacks at Cecil Park.

PGH holds an environment protection licence to run the brickworks plant. As part of its licence conditions, which are enforced by the EPA, the facility’s TSP particle emissions must not exceed the concentration limit of 100 milligrams per cubic metre.

In November, the EPA got reports from residents that heavy smoke was being emitted from one of the PGH stacks. The residents provided photos and video to the EPA that showed heavy smoke coming from the No.3 stack.

In response to community complaints, the EPA undertook a range of actions to investigate and ensure PGH took immediate steps to reduce potential smoke emissions.

These actions included inspecting the facility and issuing a notice to PGH to provide information and records to find out more about the composition of emissions from the No.3 stack.

PGH provided emission-testing results for that stack, dated from November 28. The results showed emissions from the stack exceeded the TSP concentration limit.

The EPA fined PGH $15,000 for the alleged licence breach. EPA regional metropolitan director Giselle Howard said other measures were in place to ensure the community’s health was not put at risk.

“PGH has appointed an air-quality specialist to undertake an investigation into the smoke emissions and is taking interim steps to reduce emissions,” she said.

“EPA officers will continue to monitor the PGH site to ensure the kiln emissions stay within the required limits.”

Penalty notices are one of the tools the EPA can use to achieve environmental compliance.
